Color Revolution

Are Democrats plotting a coup after the midterms?

Viral posts say Democrats and former USAID officials are planning a “color revolution” to seize power after the midterms. Their evidence is edited clips of online meetings. Here’s the story they tell, what the tapes actually show, who is spreading it and what you can do.

This is a campaign to persecute dissent. It follows the playbook Moscow uses at home and in neighboring countries: brand lawful opposition a foreign-run “color revolution,” then use the label to investigate, prosecute and silence the people named. Some Democrats call it Republican “projection,” a coup plan turned around. It is a different strategy: the target is the opposition itself, regardless of the election outcome.

Evidence of a Democratic plot to seize powerUpdated
NO EVIDENCENo evidence of a Democratic plot to seize power after the midterm elections.

The claim rests on leaked recordings of democracy-reform meetings that Jennica Pounds, who posts on X as DataRepublican, says she found on public Google Drive links. Public summaries of that material describe contingency planning for a possible post-election crisis, not plans for violence or a seizure of power. The recordings have not been independently authenticated.

No evidenceNo public evidence of a Democratic plot to seize power.
UnsubstantiatedReal material exists, but it does not show such a plan.
Some evidenceCredible evidence of planning beyond lawful contingency work.
ConfirmedIndependently confirmed plan, charges or official action.

What they claim vs. what’s real

01
“Secret tapes expose the plot!”
Reality
Edited clips of Zoom calls by public democracy-reform groups. No one has released the full tapes.
02
“They’ll start riots after the election.”
Reality
Nothing in the clips or papers says so. Their plan calls itself “not a call to secession or force.”
03
“So Trump has to send in troops.”
Reality
Troops in American cities is what the groups were afraid of. It was a danger on their list, not a goal.
04
“Then governors seize power.”
Reality
Their paper says: if any president breaks the law in a big way (say, refusing to leave when his term ends), governors could refuse to help. No takeover. No secession.
05
“It’s a color revolution!”
Reality
“Color revolution” is the Kremlin’s word for protest movements it blames on the West. It turns normal dissent into a “coup.”

The language keeps getting hotter

Oct 17–19“Coup” · “Color revolution”Pounds, Cynical Publius
Oct 20“Arrest them”Michael Flynn
Oct 22–23“Sedition” · “Treason”Cynical Publius, Wade Miller, ConservativeHQ
Oct 24“We have to act” · “Criminal treason”Take America Back, Pounds

Why it matters: once the story sticks, ordinary things after a close election (protests, lawsuits, a governor objecting) can be sold as “proof” of a coup, and as a reason to use force. Pounds, who says one coming drop “might cross into criminal treason” (X), has also told followers not to turn to force: “There is a time for everything, including anger and war. But the time is not now,” she wrote Oct. 23, urging them instead to “bring your friends to the polls to vote straight Republican” (X; about 275,000 views).

What you can do

Ask for the full tape

The story runs on edited clips. Ask who has the whole thing.

Share context, not the clip

Mocking a clip still spreads it. Send a link that explains it.

Know what’s normal

Poll watchers, lawsuits and angry governors are part of every election.

Vote. Help others vote.

A big, clean turnout is the best answer to a “stolen power” story.

Republicans: before anyone calls for arrests or hearings, ask them to release the complete recordings. The plan’s red lines would apply to a Democratic president too.

What would change this assessment

The rating moves on independent evidence: authenticated recordings, court records, charges, or official acts. Restating the claim, however widely, does not move it.

  • not seenAuthenticated recordings showing a plan for violence or an unlawful seizure of power, verified by an independent party with their full context, not excerpts.
  • not seenA governor or state official adopting a plan to declare the federal government or the presidency illegitimate.
  • not seenCriminal charges or a court finding against anyone named in the claim, for conspiracy or sedition.
  • not seenWould weaponize the claim: federal officials using it to justify investigating, arresting or prosecuting the people or groups it names. That would not show a plot exists, but it would change what the claim is doing.

What is actually known

  • On Oct. 17 Jennica Pounds, who posts on X as DataRepublican, posted that the Insurrection Act would be “the trigger to pull off their coup” (X). Over Oct. 18–21 she released a series she calls the Democracy Files, built on recordings she says leaked from meetings of democracy-reform groups and former officials and sat on public Google Drive links.
  • Public summaries of those meetings describe contingency planning for a possible legitimacy crisis, such as an options memo for governors. “Coup” and “foot soldiers” are her reading of the material.
  • The recordings have not been independently authenticated, and their full context has not been published.
  • The files do contain contingency talk that goes past ordinary election planning. On one call, a speaker identified on screen as Mongan said governors would need to plan “what functions of government they would have to assume … how they would make outreach to foreign governments … to basically wall off these illegitimate individuals.” The same speaker added: “this is not a concept for a secession. No one is talking about leaving the United States.” Pounds’s own AI explainer video carries on-screen notes such as “No record any governor received or adopted it” (X). The posts that spread it do not.
  • The Washington Post separately reported that US national-security officials have been quietly advising states on how to prepare for interference in the election (Washington Post).
  • In a three-hour X Space on Oct. 22, co-host CynicalPublius said it is “very hard to prove in a court of law that what they’re doing is criminal” (X Space).

Claims in circulation

Not authenticated

“That is LITERALLY what was caught on tape.”

CynicalPublius, same Oct. 23 post (X). No one has released the full recordings, only edited clips. WECU News, one of the outlets that published transcripts, said it “could not authenticate the recording on its own” and that, as transcribed, it “does not mention the Insurrection Act or violence” (WECU News).

Unconfirmed

A “secret mega-alliance” is waiting for a “red line” to be crossed, with a “situation room” for the midterms.

Pounds, Part 7 of the Democracy Files, Oct. 23 (X). She has published no founding document, member list or other record of the alliance she describes.

Unconfirmed

Federal employees are being recruited and trained to block the elected government.

Pounds, Part 7, Oct. 23, promising more in a “Drop 8” (X); repeated by former USAID official Pete Marocco on Oct. 24 (X). The source is one line in a Zoom chat, posted under the name Eric Manton: “We are also starting to consult federal workers on how to do some blocking inside the government agencies during emergency situations. But please do not put that on the form.” Part 8, posted late Oct. 24 (X), says a federal workers’ group, the Federal Workers Alliance for Democracy (FWAD), endorses the campaign and helps staff its projects. Its video says no one replied to the chat line, that the campaign’s planning document never mentions blocking inside agencies, that tying the line to FWAD is “our inference,” and that it found “no record” a planned exercise with the group ever ran. Her post first attributed the chat line to Paul Zeitz; hours later she posted an “embarrassing correction” that Manton typed it (X). FWAD’s public “Resistance Menu,” online since at least April, does urge federal workers to “help run out the clock,” “practice malicious compliance” and, when orders conflict, “pick the one you want to follow,” while saying “do not engage in waste, fraud, abuse, or law-breaking” (FWAD). Pounds wrote that two current federal workers appear in the files and that she “gave them over to contacts in their agencies.”

Unconfirmed

Illinois Gov. JB Pritzker has signed on to overthrow the government.

Illinois Republican governor candidate Darren Bailey, Oct. 22, saying Pritzker is “named on tape as one of two governors ready to declare the federal government illegitimate” (X); CynicalPublius, Oct. 23 (X). We have not found a released clip in which Pritzker is named that way. Bailey’s own video shows a separate Pritzker interview. On the recording, a speaker says California and Illinois “were interested in getting involved if someone else would take the lead on it.” Neither governor is named.

No evidence

Democrats have a four-step plan: online propaganda, staged protests, a forced Insurrection Act standoff, then governors declare Trump illegitimate.

CynicalPublius, an anonymous account, in an Oct. 23 post summarizing Pounds’s Democracy Files (X). The groups’ own working paper describes how states should respond if a president breaks the law, and calls itself “not a call to secession or force.” No clip or document shows a plan to stage protests.

No evidence

“A cabal of a few thousand ex-USAID/CIA/State/military employees” is behind it.

CynicalPublius, same Oct. 23 post (X). The best-known group named, National Security Leaders for America, is a public network of retired officials that posts its election guidance openly (NSL4A). No membership list, chain of command or organizing record of a “cabal” has been published.

No evidence

“Nothing they are planning can be done without insiders, especially in the military.”

ColonelTowner-Watkins, Oct. 24 (X), citing @DataRepublican. The post says retired flag officers “left minions of theirs on the inside” and points to Defense Secretary Pete Hegseth as the target. None of the released recordings or posts we have read names a serving military officer as a participant. The only military-adjacent group named, National Security Leaders for America, is a network of retired officials that publishes its guidance openly (NSL4A).

No evidence

The speakers “come from the CIA coup parts of USAID.”

Pounds, Part 4, Oct. 21, attributing the line to Mike Benz’s livestream (X). The published biographies of speakers she names place them in USAID’s democracy and governance work, in field offices, and in health and IT. We found none placing any of them in an intelligence job or in the office Benz calls USAID’s “CIA” arm. One speaker is a retired State Department officer, not a USAID employee (Foreign Service Journal).

No evidence

The groups admit they want an organization that is “explicitly anti-constitutional.”

Pounds, Part 1, Oct. 19 (X); Glenn Beck called it “the DSA’s operational plan” (X). The speaker is Luke Pickrell, who calls himself a DSA member, at a March 25 online forum. Pounds’s own on-screen card in the clip says: “Pickrell is a forum participant, not a RAD organizer.”

No evidence

Gov. Pritzker’s post “confirms the recordings are real.”

Pounds, Oct. 23 (X; 9,300 reposts). Pritzker’s Oct. 22 post says governors “are watching closely” and “We WILL defend the right to vote” (X). It does not mention any recording, meeting or plan.

No evidence

A former USAID official named in the files is “a key figure in the crew that fomented firebombings of Teslas.”

Pounds, Oct. 24 (X; 1,258 reposts). She cites “an earlier video” but has not identified it. No video or record tying the official to attacks on Teslas has been published.

No evidence

This is “seditious conspiracy,” and the people involved should be arrested.

Michael Flynn, Oct. 20: “Find these traitors and arrest them” (X); Wade Miller of the Center for Renewing America, Oct. 23, asking whether it “meets the legal bar for seditious conspiracy” (X). No charges, investigation or referral has been announced. Planning how to respond to an unlawful act is not itself a crime.

No evidence

Poll monitors, voter hotlines and election lawyers are “part of the building process” for the plot.

Pounds, Oct. 22 X Space (X Space). These are ordinary, legal parts of every election, used by both parties. On Oct. 22 Norm Eisen of the Democracy Defenders Fund posted that “hundreds of lawyers are spending election week in war rooms & courthouses, ready to file at a moment’s notice,” that “more than a dozen national firms are in it” and that “our complaints are already written” (X). The next day Jeffrey Clark, a Justice Department official in Trump’s first term, called Eisen a “lawyer arsonist” and said the firms showed that “American BigLaw has been captured by the Left” (X).

Who is amplifying it: the full record

Sen. Mike Lee posted about it at least five times. On Oct. 20 he wrote, “Every American needs to be aware of what @DataRepublican has uncovered” (X; about 175,000 views). Sen. Eric Schmitt joined a Fox News segment on the claim and said “the goal is absolute and total control” (Media Matters).

Darren Bailey, who is running against Gov. JB Pritzker for Illinois governor, posted that Pritzker is “named on tape as one of two governors ready to declare the federal government illegitimate” (X; 273,000 views). On the recording he refers to, an unnamed speaker says California and Illinois “were interested in getting involved if someone else would take the lead on it” (X).

Michael Flynn, who registered in 2025 as a consultant on Republika Srpska’s US lobbying contract at $100,000 a month (FARA), posted “Find these traitors and arrest them,” tagging President Trump, 33 minutes after Part 2 appeared (X). Former USAID official Pete Marocco called the audio “crime scene evidence” (X). Pounds said she showed him a clip before posting it (X).

On Oct. 23 Wade Miller, executive director of the Center for Renewing America, the think tank founded by Russell Vought, now director of the Office of Management and Budget, wrote that the plan “doesn’t work without the violence” and weighed whether the material “meets the legal bar for seditious conspiracy” (X). Mike Howell of the Oversight Project told Blaze News the country is in a “cold civil war” (Blaze). In our searches through Oct. 24 we found no post on the claim from the White House, the Justice Department, the FBI or other administration accounts.

Several of the people pushing the story have held government posts. Pounds says she began working as a special government employee at the Department of War in July (X). She resigned Oct. 2 “to focus on my book tour and midterms analysis” (X), 15 days before the first installment. Mike Benz, whose claim that USAID runs “color revolutions” the series leans on, was hired by USAID as a special government employee, The Atlantic reported in December 2025 (The Atlantic). In August, Under Secretary of State Sarah Rogers offered Pounds internal documents to publish. When Pounds said she was being set up, Rogers answered, “these are my text messages and documents,” and posted them herself (X; The Bulwark). We have seen nothing showing that any official asked for, supplied or helped produce the Democracy Files.

Within hours of the first installments, CynicalPublius called it a “CIA-style color revolution” (X; 10,000 reposts). His long article on it drew about 800,000 views (X). Glenn Beck’s Oct. 19 post drew 1.3 million views (X). Lara Logan and Mike Benz (X) amplified it; Elon Musk replied “Troubling” (X). Liz Wheeler wrote that “a literal coup against President Trump” was being plotted (X; 675,000 views).

By Oct. 21–22 it reached Dan Bongino’s outlet (X), Laura Ingraham’s Fox show (Media Matters), Tim Pool (YouTube), Frank Gaffney (X) and Promethean Action (X), the renamed LaRouche PAC (FEC), whose video on it has about 460,000 views (YouTube). The PBD Podcast covered it on Oct. 23 (X). Take America Back, whose founder Steven Kuhn appeared on Russian state channel RT in July (RT), posted that officials were “caught on a recording planning to declare the United States government illegitimate” (X; about 370,000 views).

The language escalated within days, from “color revolution” to “coup,” then “sedition” and calls for arrest. Gaffney wrote that “such seditious plotting must be rolled up and prosecuted” (Substack). Some on the same side pushed back. Monica Matthews, who hosted the Oct. 22 Space, wrote “NOT seditious conspiracy” (X), and commentator Chuck Holton said he did not think it rises to sedition or treason (YouTube).

Some promoters sell products alongside the story. Matthews lists the gold-IRA company Goldco as her sponsor (site), and Flynn’s website promotes a precious-metals dealer (site).

How the story is being promoted

A running list of reports that present the claim as true, by date. It shows how the story moved from X posts to websites, Substacks, cable TV and streaming shows within a week. A listing here is the record of how the claim spread, not evidence for it.

What to watch next

  • Whether the recordings are published in full, and whether anyone independent authenticates them.
  • Officials adopting the claim, and any federal action against the groups or people it names.
  • Protests after Nov. 3, and any move to invoke the Insurrection Act.
  • Whether agencies act against the two federal workers whose names Pounds says she passed to “contacts in their agencies.”
  • Serbia: whether pro-government or Russian state outlets pick up the foreign participants named in Part 3 around the country’s Oct. 25 vote. So far they have run a different story: a Breitbart report, based on federal spending records, that USAID money still flows to CRTA, the Serbian election monitor whose program director is featured in Part 3 (Breitbart; Novosti; Informer). None of the coverage we read mentions the Democracy Files.

Where the “color revolution” label comes from

What the doctrine says. In February 2013 Russia’s top general, Valery Gerasimov, wrote that “so-called color revolutions” in North Africa and the Middle East showed a stable country could fall into chaos “in months or even days” (VPK, in Russian). He said modern conflict uses “the protest potential of the population,” backed by covert force, and Russia’s 2014 Military Doctrine adopted that language (Military Doctrine, in Russian). At a Defense Ministry conference in May 2014, Russian generals presented color revolutions as a form of warfare run by the United States and Europe (CSIS; PONARS Eurasia). In 2014 Putin called color revolutions “coups provoked and financed from abroad” (Kremlin, in Russian). Russia’s 2015 security strategy names foreign NGOs, “financial and economic structures” and private individuals as the instigators (Kremlin, in Russian). The 2021 strategy makes stopping them a task of state security (Kremlin, in Russian).

The counter-playbook. Where governments have used this frame, the response has run in steps. Officials announce before a vote or protest that a foreign-run revolution is coming (EUvsDisinfo). They present recordings, emails or funding records as proof; in Slovakia in 2025 a key exhibit was a civic group’s AI-generated list of ideas (VSquare). They pass foreign-agent laws, prosecute organizers and monitors, and deploy security forces. In Kazakhstan in 2022, the president ordered troops to “open fire without warning” (Akorda), and Putin said the Russian-led alliance would not allow “color revolution” scenarios (Kremlin, in Russian). Three more cases:

  • Russia, 2011–12. After protests over a disputed vote, Putin said Secretary of State Hillary Clinton had given activists “a signal” (RFE/RL). A 2012 law made foreign-funded NGOs register as “foreign agents,” and the election monitor Golos was its first target (Human Rights Watch). In 2015 prosecutors banned the Open Society Foundations as “undesirable” (Human Rights Watch).
  • Georgia, 2024–25. Two months before the 2024 election, Russia’s foreign intelligence service said the US was preparing a color revolution in which NGO poll monitors would publish “evidence” of fraud (JAMnews). Georgia later copied the US Foreign Agents Registration Act, with criminal penalties (ICNL). In August 2025 a court froze the accounts of seven NGOs, including the election observer ISFED (JAMnews).
  • Serbia, 2025. President Aleksandar Vučić called student protests a “colour revolution” and named USAID and the National Endowment for Democracy (European Western Balkans). Police then seized USAID grant records from NGOs, citing Trump administration statements about USAID (European Western Balkans). In September 2025 Vučić publicly thanked Russia’s foreign intelligence service for its information (N1).

How the frame reached US politics. US commentators applied the term to Trump’s opponents in 2020 (Yahoo News). Michael Anton cited a report on a June 2020 election war game as evidence of a planned “color revolution” (American Mind; the report). The same month, a site run by Russian ideologue Alexander Dugin said the CIA was organizing a color revolution to oust Trump (EUvsDisinfo). The 2026 version began on US accounts (X). In our search we found no Russian state-media seed for it.

Not a mirror image. Some Democrats answer the story by calling it projection: Republicans, they say, are the ones planning to seize power. That misreads what is happening. This is not a coup plan turned around. It follows the playbook Moscow has used against its own opposition and against neighbors it treats as its sphere, such as Georgia, Belarus and Kazakhstan: call lawful dissent a foreign-run “color revolution,” then use the label to investigate, prosecute and silence the people named. The risk to watch is not a seizure of power. It is the persecution of dissent.

Why it matters here. The cases give a list of what to watch: whether officials move from describing a plot to legal action against named groups, funders or election monitors, and whether the plot is cited to justify deploying troops.
